IACS PR41:Reporting on existence of asbestos on board

In May 2022, The International Association of Classification Societies (IACS) had released PR 41 "Reporting on existence of asbestos on board", This Procedural Requirement will apply from 1 January 2023.

As soon as the presence of asbestos on board is discovered by another Class Society conducting a survey or audit onboard, such as IHM, ISM, or MLC, make sure to notify the organisation in charge of issuing the ship's Passenger Ship Safety Certification (PSSC), Cargo Ship Safety Construction (SAFCON) Certification, or Cargo Ship Safety Certification (CSSC), as appropriate.

The Report must be given to the Master or company within 10 working days of the survey/audit/completion inspection's date so they can discuss with the Classification Society in charge of the ship's PSSC, SAFCON Certification, or CSSC as well as the flag Administration. 

When asbestos is detected on board, in contravention of SOLAS regulation II-1/3-5, action should be taken to have it removed. The removal – assigned to professional asbestos removal companies – should take place within a time frame of 3 years from the date when the contravention is found and should be conducted in close consultation with and, where applicable, under the supervision of the flag State concerned. In such cases, a suitable exemption certificate should be issued by the flag State.

We would like to remind ship owners that if asbestos was discovered on board during an IHM survey a few years ago, they should follow the guidance as MSC.1/Circ.1374 or MSC.1/Circ.1426/Rev.1.
