Singapore Standard Code of Practice CP:60 Amended (1st January 2002)

The Maritime and Port Authority of Singapore (MPA) has amended the Singapore Standard: Code of Practice for Bunkering by Bunker Barges / Tankers (SS CP60) Section 1 Clause 9 with effect of 1st January 2002. The amendment makes Custody Transfer Sampling during bunker delivery a requirement in the port of Singapore.

Custody Transfer Sampling (CTS) in the Port of Singapore requires bunker samples to be taken at the receiving vessel's bunker manifold instead of onboard the bunker tanker.

This means that in a bunker dispute, the custody transfer sample taken at the vessel's manifold shall, under normal circumstances, be the official sample for ascertaining the quality of bunkers supplied in Singapore.
